CITY HALL - A competitive construction market caused by the protracted recession has helped Glendale officials get more bang for their buck on local projects. For more than a year, bids on projects ranging from street resurfacing to park renovations have come in well below the engineer's cost estimate, which officials said is helping the city make the most of dwindling funds. "One bright spot in the economic downturn is we are getting very, very good bids, some of the lowest I've seen," Public Works Director Steve Zurn said. . . .Public Works officials expect about $3 million in combined cost savings from both phases of the San Fernando corridor road project, which is being funded through state bond proceeds for road improvements. Those savings will be able to fund four more street rehabilitation projects, according to a city report. And the pace of annual sidewalk maintenance will now be doubled, Zurn said."The bottom line is we get to do more work with what we have budgeted," he said.
